Recently, 24 departments including the Hainan Provincial Department of Civil Affairs jointly issued the Implementation Opinions on Deeply Carrying Out National Education on Population Aging (hereinafter referred to as the "Implementation Opinions"), further strengthening the foundation of a society friendly to all age groups in our province and building consensus across the whole society to care for and support the high-quality development of aging services. The relevant contents are now interpreted as follows:
I. Background
Population aging is a basic national condition of China for a fairly long period to come. By the end of 2025, the province's permanent resident population totaled 10.5523 million, an increase of 69,200 over the previous year. Among them, the population aged 60 and above was 1.9266 million, accounting for 18.26% of the province's permanent residents; the population aged 65 and above was 1.2713 million, accounting for 12.05% of the province's permanent residents. In order to actively guide the whole society to view objectively and rationally the opportunities and challenges brought by population aging, to strengthen confidence and build consensus, and based on the development situation and characteristics of population aging in our province, the Provincial Department of Civil Affairs and the Provincial Aging Office, together with relevant units, formulated the Implementation Opinions.
II. Goals and Tasks
The issuance of the Implementation Opinions aims to promote the provinces, cities and counties at all three levels to carry out, in light of local realities, regular centralized publicity activities on national education on population aging on a normalized basis, and to continuously deepen aging-related publicity and education. It seeks to comprehensively strengthen the sense of responsibility of all levels and departments in aging work, and to enhance the public's awareness and understanding of the population aging development situation and aging policies. It also aims to promote the concepts of a positive view on aging and healthy aging to take root and be widely disseminated among the people, fostering a positive, healthy, intergenerational harmonious and elderly-respecting social atmosphere, so that the good climate of respecting, caring for and assisting the elderly is deeply integrated into all aspects of social production and life.
III. Main Contents
The Implementation Opinions contain five aspects, including five key tasks, focusing mainly on four groups—Party and government officials, young people, the elderly, and the general public—and put forward four safeguard measures.
(1) Overall requirements. It is proposed to base the work on the new situation and new features of population aging in our province, carry out stratified and classified, province-wide, innovative and empowering measures, continuously improve the whole society's awareness of aging work, lay a solid ideological and mass foundation for the high-quality development of Hainan's aging services in the new era, and make active response to population aging a common ideological consensus and conscious action of the whole society. It also clarifies the phased goals for carrying out national education on population aging in 2029 and 2035.
(2) Key tasks. It is proposed to study and implement General Secretary Xi Jinping's important expositions on aging work; carry out education on the population aging situation; extensively publicize aging policies and regulations; advocate education on a positive view on aging and the concept of healthy aging; and deepen education on the culture of filial piety and respect for the elderly.
(3) Stratified and classified education. It is proposed to earnestly strengthen targeted education for leading officials, immersive education for young people, self-directed education for the elderly population, and inclusive education for the general public. Focusing mainly on the four groups of Party and government officials, young people, the elderly, and the general public, it plans to carry out the "Eight Entries" activities of national education on population aging—into government organs, Party schools, schools, communities, enterprises, elderly service institutions, senior universities, and centers for the practice of civilization in the new era.
(4) Innovative carriers and pathways. It is proposed to build strong local publicity platforms, create distinctive brands of the Free Trade Port, build a strong team of lecturers, and expand the online communication matrix.
(5) Sound work mechanisms. It is proposed to improve the work framework for population aging national education featuring leadership by Party committees, guidance by the government, coordination among departments, participation by society, and action by the whole people, and to improve the coordination mechanism for such education. Civil affairs departments and aging offices at all levels should take the lead and take overall charge, strengthen comprehensive coordination, guidance and promotion, and organize various forms of population aging national education activities together with relevant departments.
IV. Scope of Application
National education on population aging is carried out within the administrative area of Hainan Province.
V. Featured Highlights
First, regarding the question of "what to educate about," the specific contents of national education on population aging are defined from five aspects—political guidance, education on the situation, law popularization, concept guidance, and cultural inheritance—with the aim of strengthening the whole society's mindset of actively responding to population aging.
Second, regarding the question of "whom to educate," it is proposed to focus on strengthening national education on population aging for groups such as Party and government leading officials, young people, the elderly, and the general public.
Third, regarding the question of "how to educate," it is proposed to research and formulate reading materials on national education on population aging, build a team of lecturers, and open special columns on aging publicity, so as to build the main front of education.
