Recently, 24 departments including the Hainan Provincial Department of Civil Affairs and the Organization Department of the Provincial Party Committee jointly issued the Implementation Opinions on Deeply Carrying Out National Education on Population Aging (hereinafter referred to as the "Implementation Opinions"), to deeply carry out education on the population aging situation across the province, extensively publicize aging-related policies and regulations, advocate a positive view on aging and the concept of healthy aging, and build consensus across the whole society to care for and support the high-quality development of aging services.

The Implementation Opinions propose the following: to earnestly strengthen targeted education for leading officials, enhancing the awareness and capacity of leading officials at all levels to actively respond to population aging; to earnestly strengthen immersive education for young people, consolidating the ideological foundation of respecting and caring for the elderly among the youth; to earnestly strengthen self-directed education for the elderly population, guiding older people to be self-reliant, self-empowered, enjoy their later years, and integrate into society; and to earnestly strengthen public education for the general public, promoting the integration of aging education into daily life and reaching the people. It is also necessary to build strong local publicity platforms, integrating resources such as public cultural venues, elderly care service institutions, and rural cultural squares, to establish a number of national education bases on population aging at different levels. Building on Hainan's resource advantages as the "Island of Longevity" and the "Island of Health," it aims to create a distinctive brand for aging services under the theme of "Coconut Island Silver Radiance + Joyful Silver Years."

The Implementation Opinions emphasize the need to improve the work framework for population aging national education featuring leadership by Party committees, guidance by the government, coordination among departments, participation by society, and action by the whole people, and to improve the coordination mechanism for such education. Civil affairs departments and aging offices at all levels should take the lead and take overall charge, strengthen comprehensive coordination, guidance and promotion, organize various forms of population aging national education activities together with relevant departments, and promptly study and solve key and difficult issues. The effective implementation of population aging national education should be incorporated into key work, and a normalized work mechanism should be established and improved. Volunteers, social organizations and all kinds of social forces should be encouraged and guided to participate in population aging national education.
