The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference have made important arrangements for the development of elderly care services. General Secretary Xi Jinping emphasized at the private enterprise symposium that the development prospects of the private economy are broad and promising, and it is timely for private enterprises and entrepreneurs to show their talents. Elderly care services are not only a heartwarming livelihood cause, but also a promising sunrise industry with enormous potential, and an economic blue ocean.

In recent years, the Ministry of Civil Affairs and the National Aging Office, together with relevant departments, have taken a series of policy measures to cultivate elderly care service operators. They have tailored policy packages and toolkits for operators in investment and financing, facility land use, tax and fee reductions, scientific and technological innovation, and played a good role in policy guidance. The proportion of private elderly care service providers, especially market entities registered as corporate legal persons, has significantly increased, and the confidence of social investment has significantly increased. These policy measures are not only practical actions to implement the decisions and deployments of the Party Central Committee and the State Council, but also a summary and refinement of the pioneering exploration and innovation of local civil affairs departments, and a precise response to the expectations of elderly care service operators. The "Several Measures" released today are also a vivid practice of this two-way rush.

Today, we have invited officials from the civil affairs departments of five provinces and cities, Tianjin, Zhejiang, Guangdong, Shaanxi, and Suzhou, to introduce their local experiences and practices in cultivating elderly care service operators. The purpose is to provide a deeper understanding of the entire process of policy formulation and implementation. The experiences of the five places each have their own strengths, either focusing on a particular key area, market environment, product supply, or leveraging the agglomeration effect of the park, each with its own characteristics and complementing each other. Tianjin has focused on cultivating market-oriented elderly meal assistance services and solved the problem of sustainable meal assistance. The innovative civil affairs department in Zhejiang has promoted the development path of the silver economy, accumulated experience in cultivating parks and creating elderly consumption scenarios, and solved the problem of better converting potential consumption of the elderly into effective consumption. Relying on the advantage of being a manufacturing province, Guangdong has deeply integrated the needs of the elderly in terms of clothing, food, housing, transportation, and use with its industrial foundation, solving the problem of supply-demand mismatch and achieving good benefits of new supply leading new demand. Although Shaanxi is a western province, it is at the forefront of the country in strengthening policy supply, building policy chains, industrial chains, supply chains, financial chains, service chains, and other aspects, forming a new height in western elderly care service policies. Suzhou dares to take the lead in the integration and innovation of technology and smart elderly care, and has already formed a significant first mover advantage.

Introduce Guangdong's experience

As a major economic and elderly population province in China, what are the leading industrial advantages and innovative measures with Guangdong characteristics in expanding the supply of products and supplies for the elderly?

Xiong Song: In recent years, based on the advantages of manufacturing clusters and the endowment of technological innovation resources, Guangdong has adhered to the concept of "smart health and wellness, making Guangdong stronger", and made every effort to create a highland for the development of elderly products and supplies.

One is to build a docking platform to promote the entry of silver haired enterprises into institutions. Guangdong is not only a province with a large population, but also a strong manufacturing industry. There are currently over 6800 large-scale elderly product enterprises involved in 29 related sub sectors, with a revenue scale of over 650 billion yuan. It has advantageous sub sectors such as rehabilitation aids, elderly care products, health promotion products, and elderly friendly home products. In recent years, Guangdong has continued to carry out a series of activities called "Hundred Teams Enter Hundred Enterprises, Health Care Guangdong Tour", promoting elderly product enterprises to enter health care institutions for exchange and docking activities, and promoting the integration of production and demand, production and use, and coordinated development.

The second is to create experiential scenarios and promote the entry of elderly products into communities. In order to help the general public have a better understanding and experience of elderly products and supplies, Guangzhou has established 4 elderly friendly living experience centers, 177 street and town health centers have set up elderly product zones, and held 196 silver age markets; Shenzhen has built 10 smart elderly care product experience centers, exhibiting and selling hundreds of smart elderly care products, connecting "enterprise" products to become the "last mile" of "household" products, bringing immersive consumption experiences of "viewing, trying, purchasing, and enjoying" for elderly friends at their "doorstep".

The third is to carry out aging friendly renovation and promote the introduction of elderly products into households. In recent years, Guangdong has vigorously promoted the work of aging friendly renovation for elderly families, and included the aging friendly renovation of families with special difficulties for elderly people in the province's ten livelihood issues. The renovation content covers 30 projects in seven categories, including ground, door, bedroom, toilet and bathing equipment, kitchen equipment, physical environment renovation, and elderly product configuration. The province has completed aging friendly renovation for more than 97000 households.

The fourth is to build exhibition and sales platforms to promote the entry of silver hair products into the market. Guangdong has held nine consecutive large-scale silver themed exhibitions such as the China (Guangzhou) International Elderly Care and Health Industry Expo, attracting thousands of companies and nearly 200000 visitors from home and abroad to participate, purchase, and observe each year. The Guangdong "Old Expo" has developed into one of the largest and most international silver industry exhibition platforms in China. It is not only a barometer of the silver industry, but also a hub for supply and demand docking, achieving a win-win situation for social and economic benefits.

The fifth is special policy support to promote industrial upgrading. Through a series of measures such as improving policy supply, strengthening fiscal financing support, and optimizing the business environment, we will continue to increase the cultivation of elderly product and supplies enterprises. As of now, the province has cultivated over 30000 specialized and innovative small and medium-sized enterprises, including intelligent robots and high-end medical equipment, and over 2000 specialized and innovative "little giant" enterprises, ranking among the top in the country in terms of quantity.

The sixth is to build a silver haired industrial park and promote industrial agglomeration. Actively respond to the implementation of the national high-level silver economy industrial park planning and layout, and accelerate the construction of silver economy industrial parks throughout the province. As of now, there are 17 silver haired economic characteristic industrial parks and 11 industrial parks under construction in the province, with the main industrial functions concentrated in the fields of biomedicine, rehabilitation aids, medical devices, health services, artificial intelligence, etc.

Seventh, it is included in the promotion catalog to promote product development. A total of 257 products from 4 batches in the province have been selected for the National Catalogue of Elderly Products Promotion, ranking first in the country for 4 consecutive years in terms of quantity. A total of 9 enterprises have been selected for the "National Smart Health Elderly Care Demonstration Enterprise List", 20 streets have been awarded the "National Smart Health Elderly Care Demonstration Street (Township)", 3 regions have been awarded the "National Smart Health Elderly Care Demonstration Base", 31 enterprises have been selected for the promotion catalog of smart health elderly care products, and 13 enterprises have been selected for the promotion catalog of smart health elderly care services.

The eighth is to carry out "revitalizing the old" and promote silver hair consumption. Continuously incorporating home aging adaptation into the key support scope of consumer goods trade in, actively promoting the "revitalization" of home decoration, kitchen and bathroom, a total of 11 reference categories are included in the subsidy scope, with subsidy standards not exceeding 30% of the actual sales price, and a maximum cumulative subsidy amount of 10000 yuan per person. As of now, the sales revenue of home aging adaptation products in the province has exceeded 1 billion yuan, with a sales volume of over 1.3 million pieces.

Guangdong will firmly seize the "silver haired opportunity", vigorously develop the "silver haired economy", accelerate the research and development, production, and upgrading of facilities and equipment for elderly friendly products, cultivate high-quality products and services, and continuously enhance the well-being of the elderly.
