Actively responding to population aging and building a unique elderly care service system with Hainan characteristics is a key task for ensuring people's livelihood in Hainan Province during the 15th Five Year Plan period. Chen Yin, Director of the Elderly Care Service Department of the Civil Affairs Department of Hainan Province, stated at a press conference held at the Hainan Provincial News Office on the 22nd that Hainan will focus on three aspects of systematic layout and continuous efforts to enhance the "World Longevity Island" brand and improve the elderly care service system.

Hainan will accelerate the improvement of a three-level elderly care service network that organically connects cities (counties, districts), townships (streets), and villages (communities), promote the "building hub and connecting stations into families" home-based community elderly care service model, implement demonstration projects for public elderly care institutions and standard projects for community elderly care service stations. Strive to achieve a service coverage rate of 80% in regional elderly care service centers and a nursing bed proportion of 75% in elderly care institutions by 2030. At the same time, we will promote the construction of elderly friendly communities on a regular basis and build 100 demonstration community elderly care service stations throughout Hainan Province.

Hainan will continue to implement the system of providing support services for extremely impoverished individuals, focusing on elderly groups such as the elderly, those living alone or in empty nests, those with disabilities or dementia, and families with special family planning needs. We will improve the mechanism for regular visits, care, daily living, and safety supervision. Developing mutual assistance for elderly care in rural areas, relying on township (street) regional elderly care centers and village level elderly care service facilities, promoting the extension of professional care resources from institutions to home communities, and enabling elderly people to enjoy high-quality elderly care services conveniently nearby.

Relying on its unique climate and ecological environment advantages, Hainan will also support the development of the "living, nursing, medical, nursing, and health" full chain health industry, create a number of high-quality silver tourism routes, cultivate a group of market entities with complete facilities, standardized management, comfortable environment, and professional services for elderly care services, and polish the "World Longevity Island" brand. Smooth out social participation channels for the elderly and create the "Yedao Yinhui" elderly volunteer service brand with Hainan Free Trade Port characteristics.
